We welcomed the participation of António Guterres, Secretary-General of the United Nations, and Christine Lagarde, Managing Director of the International Monetary Fund. The summit was chaired by Xi Jinping, President of the People's Republic of China.


We met at a time when the global economy presents both opportunities and challenges, and is undergoing rapid and profound changes. We reaffirmed the importance of strengthening multilateralism to address global challenges. We believe that building an open, inclusive, interconnected, sustainable, and people-centered global economy is conducive to promoting shared prosperity.


We recalled the joint communiqué of the first Belt and Road Forum for International Cooperation Leaders' Roundtable and its established cooperation goals, principles, and measures, and reconfirmed our commitment to implementing the United Nations 2030 Agenda for Sustainable Development. We reiterated that promoting peace, development, and human rights, advancing win-win cooperation, respecting the purposes and principles of the United Nations Charter and international law are our common responsibilities; achieving robust, sustainable, balanced, and inclusive growth of the global economy, improving people's lives, and building a prosperous and peaceful world of shared destiny are our common goals.


The ancient Silk Road embodies the spirit of peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit in equal cooperation, which has made significant contributions to promoting interconnectivity and economic growth of the world. We look forward to revitalizing the spirit of the Silk Road through the Belt and Road Initiative and other cooperation frameworks and initiatives.


As partners, we appreciate the progress and significant opportunities created by the Belt and Road cooperation, especially in the areas of policy coordination, infrastructure investment, economic corridor development, economic and trade cooperation zones, industrial parks, financial and trade cooperation, innovation and technology, maritime cooperation, commercial ties, and cultural exchanges. These cooperations have opened new drivers for economic growth, added new potentials for the economic and social development of countries, and contributed to the achievement of the United Nations Sustainable Development Goals.


Looking forward, we will jointly build the Belt and Road of high quality, by promoting policy coordination, facilities connectivity, unimpeded trade, financial integration, and people-to-people bonds, enhancing interconnectivity among all parties, deepening practical cooperation, and improving the well-being of peoples in all countries. In this regard, we expect more efforts from our partners.


We will adhere to extensive consultation, joint contribution, and shared benefits. We emphasize the importance of the rule of law and creating a fair opportunity for all, will carry out policy coordination and project cooperation based on voluntary participation and consensus, share responsibilities and outcomes. All countries are equal partners, respect an open, transparent, inclusive, and fair business environment. We respect each other's sovereignty and territorial integrity. We believe that determining one's own development strategy according to domestic priorities and laws is the right and primary responsibility of each country.


We will adhere to being open, green, and clean. We support an open economy and an inclusive and non-discriminatory global market, welcoming all interested countries to participate in cooperation. We value promoting green development and addressing challenges of environmental protection and climate change, including strengthening cooperation in implementing the Paris Agreement. We encourage all parties to make more efforts in building a culture of integrity and combating corruption.


We pursue high standards, benefit people, and sustainability. Relevant cooperation will comply with the laws and regulations of each country, international obligations and applicable international rules and standards, and will be guided by the people-centered concept, promoting inclusive and high-quality economic growth and improving livelihoods. We are committed to promoting the sustainability of cooperation at all levels.


We start with the belief that connectivity facilitates growth and socio-economic development, promotes goods and services trade, drives investment, creates job opportunities, enhances cultural exchanges, and that promoting global connectivity partnerships based on openness, inclusiveness, and transparency will bring opportunities for all parties. Today, we are determined to strengthen international cooperation at the sub-regional, regional, and global levels through partnerships, including the Belt and Road Initiative and other cooperation strategies, to create a bright future of shared prosperity. We support a world trade system that is WTO-centric, universal, rules-based, open, transparent, and non-discriminatory.


Strengthening Policy Coordination


To promote common development, we welcome all parties to adopt sound macroeconomic policies and encourage discussions on implementing the sustainable development agenda. We will strengthen macroeconomic policy dialogues within the United Nations and other multilateral mechanisms and promote the alignment of development plans and connectivity initiatives of all parties based on existing progress.


In light of this, we emphasize the opportunities brought about by relevant initiatives and cooperation frameworks, including: The Comprehensive Plan for Economic Cooperation in the Three Rivers Basin (2019-2023), the African Union and African Infrastructure Development Plan, the APEC Connectivity Blueprint, the League of Arab States, ASEAN and the Master Plan on ASEAN Connectivity 2025, the ASEAN Smart Cities Network, the ASEAN "Linking Connectivity" Initiative, the Asia-Europe Meeting Connectivity Working Group, the ASEAN East Growth Area, the Central Asia Connectivity Initiative, the Community of Latin American and Caribbean States, the Dubai Silk Road Strategy, the EU-Eurasia Connectivity Strategy, the China-Europe Connectivity Platform, the EU Eastern Partnership, the Eurasian Economic Union, the Eurasian Partnership, the China-Africa Cooperation Forum, the Greater Mekong Subregion Economic Cooperation, the Global Infrastructure Connectivity Alliance, the "Global Group Initiative", the Lancang-Mekong Cooperation, the Organization of American States, the Pacific Alliance, the Pacific Islands Forum, the Union for the Mediterranean and other sub-regional and regional cooperation initiatives.


We are determined to promote trade and investment liberalization and facilitation, looking forward to further opening up markets, opposing protectionism, unilateralism, and other measures that do not comply with WTO rules. We emphasize the importance of "special and differential treatment" in the WTO agreements.


We value customs facilitation and encourage relevant departments to enhance cooperation in border clearance, customs mutual assistance, information sharing, simplifying customs and transit procedures, etc. We encourage relevant facilitation measures to comply with the WTO Trade Facilitation Agreement, supplemented by effective border control measures to combat illegal trade and fraud.


We call on all countries to strengthen cooperation in promoting foreign direct investment and establishing joint ventures, in accordance with their domestic laws and international commitments. We encourage all parties to create a favorable and predictable environment to promote investment and create new business opportunities.


We hope to strengthen tax cooperation, encourage more double taxation avoidance agreements, and promote growth-friendly tax policies. To this end, we will work within the existing international tax cooperation framework.


We will strive to build inclusive and universally beneficial global value chains. We encourage cooperation in innovation while protecting intellectual property rights. We also encourage all parties to adopt electronic waybills.


We support the development of sustainable blue economies and call for further strengthening of maritime connectivity and international maritime cooperation, including strengthening cooperation in the port and shipping industries, and managing marine and coastal ecosystems in a sustainable manner.


Strengthening Infrastructure Connectivity


To promote interconnected growth, we support the construction of comprehensive, compound infrastructure connectivity, promoting economic growth through infrastructure investment, and improving people's livelihoods. We support policy measures to help landlocked countries become land-linked countries, including promoting connectivity and strengthening cooperation in transit arrangements and infrastructure.


We will strive to build high-quality, reliable, risk-resistant, sustainable infrastructure. We emphasize that high-quality infrastructure should ensure feasibility, reasonable prices, inclusiveness, wide benefits throughout the full cycle, contributing to sustainable development and industrialization of participating countries and developing countries. We welcome developed countries and international investors to invest in connectivity projects in developing countries. We value the sustainability of projects in economic, social, financial, fiscal, and environmental aspects, while balancing economic growth, social progress, and environmental protection.


To achieve project sustainability, we support countries in strengthening cooperation in project preparation and execution, ensuring projects are investable, financeable, economically viable, and environmentally friendly. We call on all market participants in the Belt and Road cooperation to fulfill corporate social responsibilities and comply with the United Nations Global Compact.


We recognize that transportation infrastructure is one of the foundations of connectivity. We encourage countries to develop compatible and compound transportation measures, develop compatible infrastructure, and enhance connectivity in the air, land, and sea. We recognize the importance of developing cross-regional transport and logistics corridors, including building corridors connecting Central Asia and the Caucasus, Europe, Africa, South Asia, Southeast Asia, and the Pacific region to promote transport and exchange.


We support strengthening energy infrastructure, enhancing energy security, and ensuring that everyone has access to affordable, renewable, clean, and sustainable energy.


In compliance with each country's domestic laws, regulatory systems, and respective international commitments, we look forward to strengthening financial market connectivity, while emphasizing inclusive finance.


Promoting Sustainable Development


To promote sustainable and low-carbon development, we appreciate efforts to promote green development and ecological sustainability. We encourage the development of green finance, including the issuance of green bonds and the development of green technologies. We also encourage all parties to exchange good practices in ecological and environmental protection policies, improving environmental standards.


To protect the planet from degradation, we look forward to building a more climate-resilient future, strengthening cooperation in environmental protection, circular economy, clean energy, energy efficiency, integrated sustainable water resource management, etc., including supporting countries adversely affected by climate change according to internationally recognized principles and obligations, thus achieving sustainable development in a balanced and integrated manner in economic, social, and environmental aspects. We support the implementation of the United Nations resolution on the mid-term comprehensive review of the execution of the International Decade for Action "Water for Sustainable Development" (2018-2028).


We encourage more cooperation in sustainable agriculture, forestry, and biodiversity conservation. We agree to promote cooperation in disaster resistance and disaster management.


We support international anti-corruption cooperation in compliance with each country's laws and regulations, adopting a zero-tolerance approach to corruption. We call on all countries to strengthen relevant international cooperation based on their obligations under the United Nations Convention against Corruption and related bilateral treaties. We look forward to strengthening cooperation in exchanging beneficial experiences and conducting practical cooperation.


Strengthening Pragmatic Cooperation


To achieve shared prosperity, we should strengthen pragmatic cooperation. Relevant cooperation should adhere to the people-centered approach, be result-oriented and growth-oriented, comply with market rules and each country's laws, with government support provided as necessary. We encourage enterprises, including small and micro enterprises from all countries, to participate in cooperation. We emphasize the importance of adopting open, transparent, and non-discriminatory public procurement procedures in compliance with each country's laws and regulations, and welcome the exchange of beneficial experiences.


We support countries in continuing to build economic corridors, economic and trade cooperation zones (see annex) and other projects related to the Belt and Road, strengthening cooperation in value chains, industry chains, and supply chains.


We will continue to strengthen multimodal transport, including using inland waterways, road and rail networks, ports and pipelines of landlocked countries, in compliance with international law and each country's laws. We encourage drawing on international good practices, strengthening digital infrastructure including trans-Pacific submarine cables, developing e-commerce and smart cities, and bridging the digital divide.


We encourage third-party market cooperation, tripartite cooperation, and government and social capital cooperation, welcoming enterprises and relevant international organizations to make more efforts in this regard under compliance with each country's laws and regulations. We welcome the development of legal cooperation, including providing dispute resolution services and legal assistance to the business community.


We support financial institutions and international financial institutions in carrying out cooperation, providing diversified and sustainable financing support for relevant projects. While respecting each country's domestic priorities, laws and regulations, international commitments, and principles passed by the United Nations General Assembly on debt sustainability, we encourage financing in local currencies and setting up financial institutions, better leveraging the role of developmental finance. We encourage multilateral development banks and other international financial institutions to increase support for connectivity projects in a fiscally sustainable manner, mobilizing private capital to invest in relevant projects according to local needs.


To ensure food security and support sustainable development, we emphasize the importance of developing water-saving technologies and carrying out agricultural innovation. We value promoting agricultural trade and investment through strengthening animal and plant health quarantine cooperation.


We note the Belt and Road cooperation platforms listed in the annex for various professional fields.


Strengthening Cultural Exchanges


Connectivity brings countries, peoples, and societies closer together. We believe that Belt and Road cooperation facilitates dialogue and exchange among peoples of different cultures and civilizations. We welcome efforts to expand cultural exchanges, including strengthening exchanges among young people.


We value strengthening cooperation in human resource development, education, and vocational training to enhance people's ability to better adapt to future work, promote employment, and improve living standards.


We look forward to further exchanges and cooperation in science and technology, culture, arts, creative economy, rural development and folk crafts, archaeology and paleontology, cultural and natural heritage protection, tourism, health, sports, and other fields.


We welcome parliaments, friendly provinces and cities, think tanks, academia, media, and civil society groups from various countries to strengthen exchanges, promote women's exchanges and disabled people's exchanges, and enhance cooperation in overseas labor.


Next Steps


We welcome all parties to further bilateral and international cooperation under the Belt and Road Initiative with China, looking forward to regularly holding summit forums and conducting related follow-up activities.
